8) Caracus, Venezuela
The capital of Venezuela, sadly is known for it's drug trafficking, this city also has problems with mugging and petty crimes. This city is controlled more by the crimes than it is justice. A city where crime controls things is nowhere you want to be and has become more and more of place that tourists are looking to avoid.
